Only 17, but already full of tattoos

STOMPer XiiaoSkyz shares this picture of a heavily tattooed youth from Facebook. According to the profile, the youth is only 17, said the STOMPer.

The STOMPer comments:

"He is only 17, so skinny, and he is already full of tattoos.

"He shows his 'art' on Facebook, but I think he is just showing off his uneducated mindset.

"Isn't he legally underage for tattoos?"
