How to understand? Notice at this toilet so 'cheem'

STOMPer Simple Simon was stumped by this notice at a toilet in Jurong, and wonders why the notice could not be written in simple English.

He says:

"These pictures were taken at the toilets at the Taman Jurong Market and Food Centre at Yung Sheng Road.

"At the top of every urinal I saw this notice: No flushing required. These urinals are treated with an eco-friendly biotechnology.

"Why can't these notices be written in simple English so that even school dropouts like me can understand the message?

"Why use all these bombastic words to stump people like me whose IQ is below average?

"The notices could have been checked before they were put up for toilet users to read."
