These life buoy at Bedok Jetty will not help in saving lives

STOMPer james farn was at Bedok Jetty today when he spotted this life buoy. Why is the safety equipment spoilt, he asks.

Said the STOMPer in his email (Jan 19):

"Saving equipment...

"I was at Bedok Jetty on Jan 19 when I realised the saving equipment is so spoilt."
