What Bugs Me

Is this allowed on the road?
STOMPer Joe spotted a rubbish collection wagon on the main road and wonders if that is allowed since the vehicle has no car plate.
Said the STOMPer:
"Can this vehicle be on the main road?
"It has no number plate.
"What if there is an accident?
"Who will answer to it and will insurance cover?"
