Is the HDB car park installed with sprinklers? Most Industrial buildings are equipped with fire protection system. It amazes me why so much resources have to be deployed to fight a 10 minutes fire. This worries me further as to why HDB flats are not equipped with Fire Extinguishers on each floor while Industrial buildings needed to. I can't see what's the use of the Dry Riser commonly found outside each unit of a HDB flat.
