Parking warden issues summons -- while blocking traffic himself

This parking warden may have been doing his job by issuing fines to illegally parked vehicles, but he was also obstructing traffic by parking his motorcycle in the middle of the road.

STOMPer thunderboystrike says:

Take the motorcycle number down time and place and file a complaint. Are you willing to come forward to set your reason of complaint or just verbal complaint.
