STOMPer spooked by mysterious figure on roof of residential block

STOMPer KenBlehBleh says he spotted this odd-looking figure standing on the roof of a block of flats.

The STOMPer wrote:

"Hmm today (Aug 20) I saw something strange like a black unknown thing with a long arm standing on top the roof in the afternoon.

"Or is that normal?"
