What's up with 'No Parking' sign spam along road?

STOMPer Boy boy sent in this picture of what appears to be multiple 'No Parking' signs placed along the side of a road.

Wrote the STOMPer:

"One sign not enough?

"This was seen on the way to my friend's house.

"The signs were placed all along the side of the road."

From information included in the STOMPer's contribution, the location appears to be at Rivervale Crescent.
