Volkswagen sports lighted 'police' sign: Is this legal?

STOMPer Colonel spotted a car with a lighted sign that reads 'police' and wonders if this is legal.

The STOMPer said:

"I spotted this vehicle, a Volkswagen, which has headlights above, and a sign behind that reads 'police'.

"Is this legal?"
