This driver parks in lot meant for Police cars
STOMPer Spotter noticed this car that was parked in a lot that was reserved specifically for Police cars.
Said the STOMPer:
"I chanced upon this vehicle that was parked illegally.
"Even if there weren't any police cars around at that time, it still doesn't justify his use of the lot.
"And what about his parking fee?"

Looks like an illegal parking by an authorised vehicle. But there is such thing as a plain cloth police personnel manning private reg vehicle. It takes the traffic warden to issue a ticket and an answer of such parking will be settled.
