Malaysian van speeds on right lane of CTE

This Malaysia-registered van was seen travelling on the extreme right lane of the CTE at a speed of approximately 100km/hour, STOMPer Kris says.

Because Malaysian traffic laws are different from Singapore's, this van did not have a sticker to indicate its speed requirement or limit.

Does this mean that Malaysian van drivers can drive in Singapore without any speed restrictions?

Kris says in an email:

"I spotted this JB van along CTE/SLE today around 10am.

"It was travelling on the extreme right lane from Woodlands all the way to An Mo Kio.

"My passenger took this picture.

"There is no speed limit sticker on the van. Does it mean no restriction applies? And also, Is he free to travel on any lane?".
