Reckless driver cuts into my lane forcing me to brake but claims I'm at fault

This reckless driver cut dangerously into STOMPer Steven's lane forcing him to apply emergency brake. However, the driver acted as if it wasn't his fault.

Steven says:

"This evening I encountered a reckless driver at Circuit Rd (vehicle no. SGV5083D) who suddenly cut into my lane on the left without signalling.

"I was forced to horn loudly and e-brake!

"The driver responded by winding down the window and sticking his face and hand out to show me that I was at fault.

"Why did this driver exhibit strange behaviour of showing that he had the right of way when he was actually in the wrong?"
