Another lousy driver - Angry note pasted on carelessly parked car

An angry note warning the driver to park properly was pasted on the rear window of this carelessly parked car.

STOMPer MonsterBear says:

"Another lousy driver.

"These are the type of drivers the driving centres have passed.

"He/She parked at the carpark near Blk 14, Toa Payoh Lorong 7.

"Someone pasted a note on the rear window.

"The note says 'how do you park your car!!!'."

Can e rear wiper stop at tat position when not in use? Or did e person who left e note yank it up to tat position? Or did e driver cut e engine while e wiper was still on?
