Car parked on pathway: Why was it not wheel-clamped?

STOMPer SK spotted this car parked on the pathway at Marina Bay Sands, he wonders why it wasn't clamped.

SK said:

"I took this on the 20th of August at Marina Bay Sands.

"This is a blatant traffic violation.

"I was surprised to see this car parked on the pathway and so close to wheel clamp sign.

"However, the wheels of this car was not clamped."

There is a warning but doesn't mean they are everywhere to wheel clamp! You can let them know too.

Also drug trafficking is illegal too! But how come so many do it and don't get caught? Cause the police can't be everywhere at every second! Get it?!? They work on "tip offs".
