Litterbug who took effort to 'arrange' their litter

STOMPer nicholas found this litterbug who stuffed cracker wrappers in between playground equipment. Not only did they litter, they are also making it more difficult for the cleaners to clean.

He said:

"There are people who are littering 'Wang Wang' wrappers on the playground."
