New road marking 'PCN' spotted, but what does it mean?

This freshly-painted road marking was spotted in Woodlands by STOMPer Dave, who wonders what it means or refers to.

The marking, painted on the pedestrian walkway at the junction of two roads, is made up of two arrows and the letters 'PCN'.

Hoping someone can enlighten him, Dave says:

"What does 'PCN' mean?

"I saw these newly-painted letters at Woodlands Ave 4/ Ave 7 junction.

"Wonder what it stands for? Any comments?".
