Main Upgrading Works causes flood along Ang Mo Kio common corridor

Block 117 Ang Mo Kio Ave 4 is undergoing main upgrading works and the common corridor on the eleventh floor was flooded due to it.
The contractor refused to do anything about it and said that it fell under the jurisdiction of the town council.
The STOMPer recounted in an email: “This flooding occurred on the eleventh floor of Block 117 Ang Mo Kio Ave 4 which is undergoing the main upgrading program (MUP).
“The MUP contractor says it is common area and therefore the problem of the town council.
“No one wanted to attend to the problem until Auntie Ng attended to the problem by herself.
“She used a normal toilet plunger to push the waters down.
“In the end, the contractor's worker just came up to mop the corridor.”

When the MUP votes are called, everyone get excited. But when it starts, everyone in the area gets inconvenienced, stacking, stagging, large vehicles moving in and out, foreign workers walking around the place as if the flats are their own kampong.
When the all the works are done, the toilets becomes clogged after you flushed and the sinks stinks with smells.
Who do you call then? The Town Council and how do they answer. "Sorry, the area within your flat does not fall within our purview. You have to call your own contractor." Or "Sorry, the MUP has not been handed over yet, please contact the MUP Office".
Well, contact the MUP office and they said it is the Town Council, so how do you solve this problem? I think STOMP is the answer. Thanks to SPH!
