Tragic and sad story of Wai Kwok, who's missing after release from jail

STOMPer Edwin Foo's brother suffers from epilepsy and has been missing since 27 Jan. He is unable to find his way home without help and will suffer from seizures without his medication. The STOMPer hopes that fellow STOMPers will call the police if they see him.

"My third brother Foo Wai Kwok was arrested for throwing a cooking pot cover out of the kitchen window at Henderson Road.

"I called to find out that he was in police custody and the first hearing date was on 3 Jan 2010. The court ordered my brother to undergo a mental checkup at IMH.

"After a week, I was interviewed by the doctor at IMH and he requested an extention of another 2 weeks for a more thorough checkup.

"The doctor told me my brother has brain damage, and the reason he threw the pot cover was probably due to noise from a neighbour. He was probably very irritated so he threw the pot cover out of the window.

"My brother had been on medication for mental illness before this incident.

"We could only visit my brother every Sunday from 10am-11am in a high security block at IMH. He was then transferred from IMH to police custody awaiting the next hearing date.

"Again I was the one who had to call the court side to find out the date and time of the hearing.

"On 27 Jan 9.30am, my 4th brother Wai Leong attended the court hearing. That day, Wai Kwok pleaded for leniency. They asked him for his IC number and he could answer them correctly.

"Wai Leong commented to me that if one did not know Wai Kwok, he or she would not think that Wai Kwok has mental problems.

"Wai Kwok’s eyesight had been seriously impaired after he had suffered from brain haemorrhage in 2009 after a fall at home. Wai Leong had waved to Wai Kwok at the court hearing but the latter could not see or identify him.

"All this information had been verified by Wai Leong before I wrote this email. The judge sentenced Wai Kwok to one month in jail.

"On 29 Jan 2010 about 4.10 pm, I called the court side to ask about Wai Kwok's release date. I was told that the one month jail term would be in effect from 26 Nov 2010 when he was arrested.

"I was told that to obtain the correct release date, it would be better to call Changi Prison and I was given the number to call.

"I called Changi Prison and during the first call to them, I was told that Wai Kwok was not in their custody. They told me that he may be in custody with the party who had arrested him.

"I then called Clementi Police Station and a lady officer told me that Wai Kwok was also not in their custody. No extra effort was offered to track down the whereabouts of my brother. I was frustrated and felt so helpless.

"It suddenly struck me that my brother may already be released. I called Changi prison to confirm my doubts. They checked the records and confirmed that Wai Kwok had been released on the evening of 27 Jan.

"I filed a missing person report immediately with the police on 29 Jan 2010 at about 4.30pm.

"Wai Kwok does not know how to find his way home given his mental condition as well as his impaired vision and he has no money with him.

"On top of that, Wai Kwok has epilepsy and if not given proper medication or care, he could suffer recurring seizures, which when it happens, he will simply fall and his body will have violent muscular contractions which will leave him totally exhausted and cause him to lose control of his bladder.

"The issue here is that the officer in-charge had not followed up on this case and had not informed us about the progress of my brother’s case from the time he was arrested to the time he was released.

"They might not have my family's contact number but it only takes a few calls to IMH to find it. Knowing our address, they could also send an officer from the nearby Henderson police post to inform us about the court hearing dates, the release date, etc.

"Is it so difficult?

"There were also no calls from the police since I made the police report. Wai Kwok was spotted by Wai Leong’s friend at Bukit Merah Interchange in the afternoon on 28 Jan. I informed the police about this lead.

"While we were still out searching for Wai Kwok, my 2nd brother’s friend called him on 30 Jan at about 4.15 pm and said he had spotted Wai Kwok along Jalan Bukit Merah near Bukit Merah flyover.

"We rushed to the location but it was too late, Wai Kwok had moved on from there.

"Please stop Wai Kwok and stay with him till the police arrives if you spot him."

The government puts alot of mentally ill patient inside prison and doesn't care for them. I been in there before. The only reason why people commit crimes is that they have no choice because they are born poor or mentally ill. This applies to 5 out of 10 ppl in there. There was this 30 year old guy who is a bit low in iq. He told me he had no money and no place to stay so he stole bread from 7-11. He was sentenced to 10 months. Instead of helping these people in need. The government actually puts them in prison so that they will have lesser problems. Furthermore when these sick ppl are released. They nv provide for them or give them money. It is how selfish those people in charge are. they only care about doing their jobs and getting their salaries from taxpayers so that they do not need to steal bread. The rich people are the ones protected in singapore. commit crime pay fine la. no money go in sit.in singapore. the rich get richer. the poor get stepped on. there was one time.

i just wonder how the prison authorities can release him without informing the family. Surely, the Supt of Prison can explain on this incident.
I pray that wai kwok can be found asap.

thx for kind wishes and prayers here. My bro was last seen wearing a light yellow color short sleeve shirt, with a dragon design, shorts and sandals, spotted at Queenstown area yesterday (31 Jan) afternoon. His hair is much longer than the photo, with a lot of grey hair, skinny at about 1.7m tall.

Edwin, dun forget he is on foot with no money, i reckon he may be walking along main roads or under some void decks along the flyover, you may wish to try the flyover vicinity as well.
