Parking warden does his job but how come he's not in uniform?

STOMPer Ivan Cheng spotted this parking warden doing his rounds along Upper East Coast Road casually dressed and wonders if this is right.
He expressed his puzzlement in an email to STOMP yesterday (Dec 6):
"I noticed this parking warden issuing summons without wearing his uniform at 4.30 pm.
"Is he from Cisco? Aetos? Or HDB?
"Is this right?"

Why you never put coupon? Doesn't matter got wear uniform or not. He wear underwear also can summon coz u donkeys never put coupon..........
