How come lifeguard saw but didn't stop this indecent exposure at Bishan pool?

STOMPer Frank was appalled when he spotted this man baring his bum while tanning at the Bishan Swimming Complex. More shocking was that the lifeguard did nothing to stop his indecent exposure even though there were children around.

Hence, Frank not only wonders why this man was exposing his bum for the public to see, he also wonders why the lifeguard just sat back and watched on.

In an email dated October 9, STOMPer Frank says:

"This dude is baring his bum at Bishan Swimming Complex in full view of minors and senior citizens while the lifeguard watches on.

"Would the S'pore Sports Council care to comment (and don't give me the crap about approaching the life guard because he can see it plain as hell)."

@judicial - The guy got backside lar, there is a pixelated box over the crack area! Thats why it looked so weird! LOL!

Honestly, is this indecent exposure? I think it is indecent only when one has indecent thoughts. I don't think senior citizens or kids will have indecent thoughts. Moreover, is this shameful? I think not, shame is brought upon by yourself, not by others. If you feel shameful, you will not do it, if you don't feel shameful, you won't lor. Nothing to do with one being shameful or disrespectful.
